It is unlawful for a business to use weighing or measuring devices that have not been tested, approved and sealed using certified and traceable standards. The reason for a service person/agency is, it would be unfair for businesses to wait for the limited number of state inspectors to test their devices each time service is performed on them.
The service person/agency registration program sets conditions for private agencies to perform service, repair or replacement of weighing or measuring devices and return them to commercial service until a state inspector can arrange to inspect the device. In order to qualify for this status, a service agency must have traceable and accurate standards, and service agencies must certify that each agent who performs work is trained in the applicable area of expertise, possess a copy of HB130, NCWM Publication 12 and a copy of NIST HB44. Although more notice is required for some installations, service agents are required to notify the Weights & Measures office within twenty-four (24) hours of conducting repairs or service to devices. Additionally, agents must affix a registered security seal to devices which prevents tampering until official re-inspection by Weights & Measures takes place. No device may be used without security seals being in place.
